Inputed rent values are determined by house prices. There are factors involved on a neighborhood or even house by house basis that doesn't mean it is a 1:1 ratio, but close enough.

The government isn't forced to do any of that. What they need to do is cutback their damn spending. No need to raise revenues beyond inflation when you manage spending wisely. To much power/control/responsibility has been given to government to do things that people should be doing for themselves. Take that back and get government back down to a manageable size.
